*The Campaign Finance Board is pleased to publish this supplement to the 2002
Voter Guide, which contains information on candidates running in the 38th Council District special election. Ordinarily, the Board does not publish information on special elections, because the time period between the date special elections are announced and the date they are held is so short. However, 2002 presented unusual circumstances. The 38th Council District special election was announced on August 30th to be held on November 5, 2002, the date of the general election, which gave the Board several extra weeks in which to obtain information and prepare this supplement compared to the usual time frame for a special election. Prior to the announcement of this special election in Council District 38, the Board had already been preparing a Voter Guide for the ballot proposal(s) the Charter Revision Commission was preparing to place before New York City voters at the November 5th general elections. Thus, because the special election was announced early and because it coincided with an election day for which the Board was already preparing a Voter Guide, the Board was able to provide you with this supplement to the 2002 Guide.
